Three convicted sex offenders who have decided not to register or update their home addresses are on this week’s list of EPPD’s Most Wanted for the week of May 22nd.
We seem to have a problem in El Paso County with sex offenders. If they are not walking off from the halfway house, they are failing to register. This is, in our opinion, an issue we need to have stronger laws on.
Let’s look at Ivan Rodriguez, who is wanted for a charge of Sex Offenders Duty to Register with previous Convictions. This scum bag has failed to register twice before and is somehow still able to walk freely. Why?
Texas has a law, under the Texas Health and Safety Code, whereby a judge or jury may order civil commitment upon finding, beyond a reasonable doubt, that the defendant is a “sexually violent predator.” Under the law, this includes any individual who has been previously convicted of multiple sexually violent offences, as well as anyone who “suffers from a behavioral abnormality that makes a person likely to engage in a predatory act of sexual violence. This law does not allow for continued walk offs to be viewed as a threat.
We’ve begun to reach a tipping point where more and more individuals, all of who tend to proclaim their innocence, are walking away from their duty to register as a sex offender or remain in a halfway house. Additionally, several studies suggest that sex offenders have a greater recidivism rate than any other individual released from prison.
Maybe it’s time we do something to change the laws regarding civil commitment and include walk offs and failure to register as a criterion for lifetime imprisonment or commitment.
Brian Keith Valentine, who was convicted of aggravated sexual assault of a child, indecency with a child – sexual contact, and two counts of indecency with a child – exposure, was sentenced to ten (10) years of probation, rather than prison.
Fredrick Lujan served a prison sentence and was on two years of parole/mandatory supervision when he absconded. His charge was indecency with a child – sexual contact.
Ivan Rodriguez, who can’t seem to follow the rules, was given a seven (7) year sentence of probation for two counts of indecency with a child – sexual conduct.
If you know where any of these scumbags are, please contact the El Paso Police Department or the El Paso County Sheriff’s Office. We need to make sure they are taken out of circulation.
